I don't necessarily see it as "toying" in a Freddy Krueger way, but more as an animal (which is also where you seem to be coming from). I think about the scene, in particular, in which Annie is chatting with Paul on the phone, and Michael is standing in the doorway. He could have killed her right then with no problem, but waited for a moment that felt "right."
