I think it's very nice to run multiple scrolling messages during a hit show to congratulate that show's surprise Emmy winner. It's a classy way to show that you appreciate what she's bringing to your only decent hour of TV.

But, y'know, if the message reads Congrates to Patricia Arquette, most of the viewers are likely to assume that your network is staffed by semi-literate baboons, instead of television execu- um, okay. But people will still be unimpressed.

Especially when you run the same message twice.

That said, congrates on a wonderfule episod of Mediume.

Hmm, I didn't notice the message. Might it have been your affiliate? But then again, I wasn't watching every second.

It looked like a national feed (it was tagged with another message for My Name is Earl, and made no mention of local broadcasts), but it also could have been something that affiliates had the option to use, and those affiliates with employees who graduated high school might have vetoed it.

I didn't notice the message either. Although we had an Amber Alert running during ours, so that might have had scrolly-thing priority.
