No, sadly, it's not. He starts with some valid point -- it certainly possible, theoretically, to find humor in any situation. But he fails to do so. and confuses the "you shouldn't" of "because it's mean-spirited, aims down instead of up, and adds no value" with the "you shouldn't" of "because the government doesn't like it and/or it's transgressive and actually could change society for the better."
