It could also be Luthor.
It could all be red herrings though. Jim Lee says so himself, that the drawing is full of them.

I mean, Robin got his ass kicked but good a few episodes back, and we all saw what happened to Stephanie.

Nightwing is seriously injured, so Batgirl and Robin are currently covering Nightwings city.
It's been a CRAZY fall in the Batworld, as you called it.
