Tag the runner. I've seen catchers do it even when it was clearly caught. Just to make sure. Baseball is a game of making sure. How many times do you see the shortstop or 2nd baseman tag a runner on second multiple times before throwing the ball back to the pitcher?
It was a bad call, but it was also bad baseball on the Angels part.
