My wife is a big Subterranean Press fan and, in your honor, I just peeled the plastic off "The Sagan Diary," a "long novelette" that is Jane Sagan doing some reminiscing.
Pretty good. Basically, it's John Perry making a PR visit to New Goa and answering questions from the colonists (including Savitri, of course).
It doesn't really move the universe forward in any real way; if anything, it's mostly a condensation of the whole setup from OMW into a short Q & A infodump. (Though we do see a bit more of Perry's personality than we might otherwise.)
I count them differently than you do. I treat The Sagan Diary (which I read and loved earlier this year) as book 2.5, but still consider The Last Colony to be book #3.

Your way actually makes more sense.
