Please explain this

You're in a hotel -- a nice one -- and it's late at night. What, exactly, makes it appropriate for you to talk loudly to your companions, shout down the hallway to them, or let your bratty kids (who should have been in bed hours ago) run amok?
I can figure out lots of explanations for the behavior itself -- drunkenness, being raised by wolves, being an asshole -- but nothing that explains how incredibly prevalent it is.
So, yeah, in a theoretically nice hotel that's being brought to its knees by virtue of having the most annoying collection of guests ever. Exhaustion and annoyance are fighting an ongoing battle.
