I think the difference is that Vitter achieved his ambition of being a Senator, and would do anything to stay there, while Weiner had ambitions of using his legislative seat for more prestigious offices, such as mayor of NYC, the US Senate, or even the presidency.
Vitter's goal is to stay put; Weiner's goal is shot to hell.
Remember, in political mathematics, Democrat + X, for any value of X (in this case, sending lewd photos from twitter) is always a worse scandal than Republican + Y, for any value of Y, including (but not limited to) Prostitutes, Page Staff, Strangers in Men's Rooms, etc.
Or, as Rachel Maddow puts it: IOKIYAR ("It's OK If You're A Republican").
Given that Bill Clinton hangs out in the Bronx and other parts of NYC sometimes, that explanation makes a good deal of sense. Though it does also make one wonder about the variety of Clinton dalliances and why they are still together...
