Gmail is up. It's been up this whole time. The problems you're having logging in to your account are account-based, and I'm sure they're annoying as hell, but they appear to be limited to you.
So, stupid question time: Have you tried a different web browser? How about a different computer?
Also stupid question: You say people are receiving bounces. What do the bounces say? Can I see one of them? Does your email address have any unusual characters, even a .? Gmail ignores dots - if you have one, try logging in without it. If you don't have one, stick one in the middle and try logging in and see if the error message changes.
Have they given you an idea of how many people are/were affected? Or what region is being hit by it? I use it at home and at work, and so do many of the staff and my friends online and off and mine has not even hiccuped let alone gone down or thrown up an error message. Same for the others I know who use it. The graph does show a service interruption on the 24th. And nothing since.
How frustrating for you. As mentioned above have you tried another system? Logging in from your phone? Clearing all saved cookies, etc and trying again? Is it affecting anyone else in your household or just specific to your login ID?
Possibly! And yet, I ask the stupid questions because they're the *easy* ones to eliminate, and by eliminating the stupid questions you reduce the possible scope of the problem hugely. Even a "duh, that's obvious" answer can also tell you that a bunch of nonstandard answers *also* isn't the problem.
In fact: gnu.yendi@gmail.com, password in a posted-then-deleted comment right after this one, is a working gmail account for me. Can you log in to it? If so, that tells us that the problem is something about your account or it's contents. If not, that tells us the problem is about your location or system vs Gmail.
(Note that since my comments go to my gmail account, the post-then-delete thing doesn't work. That said, it's a moot point; I can assure you it's my account, not location, computer, etc.)
Let's go less obvious: how about m.gmail.com - does that work? What about the html-only interface, as opposed to the more complicated standard one? How about logging in from a truly wacky interface, like an Android? Can you log in just to Google Chat via xmpp?
No to all but the last (every other Google account is fine, so I can get to anything that isn't email -- chat, even contacts -- just not email, in any interface).
